A meeting of the Presidium of ANAS to discuss "Strategic roadmap for the national economy and the main sectors of the economy"

September 22, was held a meeting of the Presidium of ANAS to discuss "Strategic roadmap for the national economy and the main sectors of the economy." The event was attended by Assistant to the President of the Republic of Azerbaijan on Economic Reforms, Natig Amirov, as well as the management of the Center for Analysis of Economic Reforms and Communication.

The meeting was opened by President of ANAS, Academician Akif Alizadeh. Noting that in the coming days will be solemnly celebrated the 25th anniversary of restoration of independence of our state, the academician added that the time was come a long way, obtained important achievements in all spheres, including in the field of economy.

Director of ANAS said that currently Azerbaijan is at the beginning of the next stage of development: "Our country is entering a post-oil period. In this period there is a kind of laws and requirements in the field of economic policy. The main priorities of the new phase will increase the competitiveness of the domestic economy in the international space, reducing the dependence on imports, a profound increase in exports of non-oil products. For this reason, the President instructed to draw up a roadmap of new economic reforms in the coming years, as well as in the long term, and signed in connection with the special order. "

Academician Akif Alizadeh noted that each of the sectors, as reflected in the roadmap of economic reforms, will be able to develop with the use of advanced scientific achievements. ANAS President stressed that the development of both of these sectors, and infrastructure areas included in the roadmap requires a rapid and effective application of scientific achievements. The head of the Academy added that, along with economic development strategy and action plan in the 2017-2020-ies, strategic roadmap will identify common objectives to be achieved until 2025 and in subsequent years.

Then, in his speech, the Assistant of the President of the Republic of Azerbaijan on Economic Reforms Natig Amirov noted that President Ilham Aliyev successfully continues the new phase of economic reforms, based on the strategy of development of the country, the author of which is the national leader Heydar Aliyev. The speaker said that the development of a strategic roadmap along with government agencies actively involved local and foreign academic institutions, educational institutions, the private sector and civil society, and added that he had used every opportunity to document the inclusive, comprehensive. Natig Amirov informed the audience that in the framework of the Strategic Roadmap prepared a detailed roadmap for one year, the economic development strategy and action plan for 2016-2020-ies, long-term forecast for 2025 and the target forecast for the period after 2025. The speaker added that the strategic roadmap, which includes six major industrial and service sectors, two social sectors and three infrastructure sectors over the next decade, will be the main strategic document of economic development.

Noting that the ANAS was actively involved in drafting the Strategic Roadmap, Natig Amirov said that in recent years the Academy, being the highest scientific authority of the country has played an active role in the application of innovative new features of Azerbaijan science in the individual sectors of the national economy and the reforms that are being implemented for creating additional economic value.

At the event with a presentation on the topic "Azerbaijan's economy: global and national strategic challenges" the Executive Director of the Center for Analysis of Economic Reforms and Communication Vusal Gasimli. The head of the center said that Azerbaijan will continue to build a competitive and inclusive economy, and will be managed with a view to sustainable economic development.

Vusal Gasimli stressed that by increasing the long-term (potential) level of economic growth Azerbaijan will increase the volume of total output. He noted that for this for a short period will be fiscal and monetary policies, and for medium and long term will further improve the investment environment and infrastructure that support aggregate supply, expanded opportunities to market and strengthen its position in the chain of global values.

At the event, a report on "Reforms in the national economy and future prospects," the chairman of the Milli Majlis of the Azerbaijan Republic of the Committee for Economic Policy, Enterprise and Industry, Academician Ziyad Samadzadeh. He noted that the road map is a document which is the future of Azerbaijan. Having said that, prepared 12 books based on experience, which proved itself in the modern world, the academician noted that these publications will be able to exert its positive influence on the conduct of the country's future economic reform and the implementation of economic development strategies.

Ziyad Samadzadeh stressed that, unlike some countries, Azerbaijan has chosen its own model of development. He noted that in 1993, when the country was faced with the threat of loss of independence, courageous decisions taken by the national leader Heydar Aliyev, preventing privatization of the state oil sector and natural resources have made it possible to ensure that the country has reached today's level.

Then the director of the Institute of Economics of ANAS, Doctor of Economic Sciences Nazim Imanov, spoke on "The roadmap document in the context of the new economy", he noted that the road map will be different from previous development strategy to cover the period, and the specifics of the development of technology.

Nazim Imanov emphasized that the reform is expected to change in the relationship between the public and the private sector in favor of the second, easing the tax burden of institutions, improving the business environment, create more favorable conditions for foreign investors, etc.

The event was listened the report of the Committee Chairman of the Milli Majlis of the Azerbaijan Republic on Science and Education, the Vice-President of ANAS, Academician Isa Habibbeyli "The role of science and the law in carrying out economic reforms." He noted that the roadmap gives you the opportunity to think about the future of Azerbaijan's economy with optimism. Noting that detailed information on the publications, the academician added that the preparation of the document was studied international experience in this field, actively participated in the discussions took also ANAS specialists.

Isa Habibbeyli stressed that the main purpose of the meeting is to provide the latest information provided to the implementation of economic and institutional reforms to bring to the public of the republic views of scientists and specialists of ANAS, as well as the discussions on the responsibilities of ANAS in the field of scientific support for economic reform and facing researchers tasks.

Academician-Secretary of ANAS, director of the Institute of Information Technology, Academician Rasim Alguliyev spoke on "The possibilities of modern technology and the role of ICT in economic development." First Academician informed about the objectives and main tasks of the state policy in the field of construction in Azerbaijan of the information society. He noted that the construction of an appropriate legal framework and technical infrastructure created a favorable investment environment of the information society the necessary structural reforms carried out in the republic formed. Thanks to consistent and successful activities in this area in the country has been accelerated and sustainable development of ICT sector.

According to Rasim Aliguliyev, the country has created favorable conditions for the development of the knowledge economy, which is one of the main sectors of the knowledge-based economy; in this field obtained some achievements, the ICT sector has become a leading and dynamically developing sector of the national economy.

The speaker noted that should be widely and effectively use ICT to ensure the modernization and sustainable development of economy. Academician gave illustrative examples of serious qualitative changes in traditional economic areas through the use of ICT, as well as talked about the experience of advanced countries in the field of ICT and the knowledge economy. He noted that important economic fundamentals of the post-oil period are precisely the ICT and the knowledge economy, which has high hopes. In his speech Rasim Aliguliyev also spoke about the economic outlook, based on the latest ICT tools and announced its proposals for the development of ICT in Azerbaijan and the knowledge economy.
